The Book
Artificial Intelligence is rapidly transforming the foundations of modern society. From governance and public policy to law, labour, welfare delivery and everyday social interaction, intelligent systems increasingly influence decisions once guided by human judgment. While technological discourse celebrates efficiency, speed and automation, far less attention is paid to the ethical, emotional and constitutional consequences of this transformation.
This book offers a comprehensive and critical examination of Artificial Intelligence as a social and governance phenomenon rather than merely a technological innovation. It argues that AI does not operate in a neutral space; it functions within societies marked by inequality, historical injustice, cultural diversity and uneven access to power. When embedded within such structures, algorithms risk reproducing exclusion, deepening social divides and weakening democratic trust.
Drawing upon public administration, law, public policy, labour studies, social inequality and Indian philosophical traditions, the book introduces the concept of Emotional Governance emphasizing that effective governance must be grounded not only in data and efficiency, but also in empathy, dignity and moral responsibility.
Through a human-centric and constitutional lens, the book explores the limits of algorithmic decision-making, the challenges of automated governance and the urgent need for ethical regulation of artificial intelligence. It ultimately contends that while machines may assist governance, they cannot replace conscience, compassion, or democratic accountability.
Written for students, scholars, civil servants, policymakers and concerned citizens, this book seeks to re-centre humanity in the age of intelligent systems and to envision a future where technology serves society without eroding justice, dignity, or democratic values.
The Author
Dr. Ashish Alok holds a Ph.D. in Political Science and a Bachelor of Engineering from Birla Institute of Technology (B.I.T.), Mesra (Jharkhand). An alumnus of the prestigious Netarhat Residential School, he brings together a rare combination of technical training, social science scholarship and field-based governance research.
Dr. Alok is a distinguished academician and researcher with a specialized focus on tribal studies, governance and public policy. He has been associated with the Tribal Research Institute, Ranchi & ICSSR, New Delhi.
His research papers on Good Governance and e-Governance have been published by the Indian Institute of Public Administration (IIPA), New Delhi, one of India’s premier institutions in public administration and policy research. His academic work critically examines the interface between technology, administration and citizen-centric governance.
Dr. Alok is also associated as a Resource Person at the Shri Krishna Institute of Public Administration (S.K.I.P.A.), Ranchi, where he regularly contributes to civil services training, administrative capacity building and policy-oriented academic programmes.
He is the author of the books Good Governance & Cyber Security and Good Governance in India (E-Governance: Origin, Concept and Challenges), which explore the conceptual foundations, institutional mechanisms and emerging challenges of digital governance in India.
In recognition of his social commitment, Dr. Alok was conferred the “Vishistha Sewa Samman” in 2019 by Lok Sewa Samiti, Ranchi (Jharkhand), for his outstanding contribution in the field of Early Childhood Education.
